TRACKER: DSWD assistance during coronavirus crisis

MANILA, Philippines (6th UPDATE) – The Department of Social Welfare and Development (DSWD) is tasked under Republic Act No. 11469 or the "Bayanihan to Heal as One" law to provide economic relief to Filipino workers and residents affected by the coronavirus lockdown measures.

DSWD's main responsibility was to expedite the distribution of food assistance to the most affected residents, according to the law. 

On March 29, DSWD announced it will provide social assistance amounting to P5,000 to P8,000 for two months to the country's most vulnerable families. Two days later, on March 31, the government announced P200 billion allocation to fund the program.

As of April 14, DSWD said a total of P58.58 billion was transferred to local government units across the country.

In an update on Sunday, April 26, the DSWD said that P79.375 billion had been transferred to LGUs.

Of this figure, P22.79 billion were given to 3.93 million non-4Ps beneficiaries and P16.3 billion was distributed to around 3.7 million 4Ps beneficiaries who are cash card holders.

There is a 4-step process for families to qualify for the assistance. Representatives of local government units will be distributing on a "house to house basis" Social Amelioration Card (SAC) forms that will serve as a validation tool to determine who will be qualified to avail of the assistance.

The heads of households will need to fill up the forms, making sure to provide all the required information, and then return the form to the local government representative who will return to pick up the forms.

The food, non-food, and cash assistance will be distributed to qualified beneficiaries through the local government units.

METRO MANILA: NATIONAL CAPITAL REGION

Schedule of release: As of April 27, most of the 4Ps beneficiaries or 212,738 familes (94%) have received their packages totalling P1.50 billion. Distribution sped up a little among non-4Ps beneficiaries with 205,650 (13.2%) families receiving their packages totalling P1.65 billion.

As of April 20, most of the 4Ps beneficiaries or 212,738 familes have received their packages totalling P1.41 billion. Among non-4Ps beneficiaries, only 32,335 families have received their packages.

As of April 14, DSWD said P12.468 billion was transferred to local government units.

The city government of Parañaque said it began distributing subsidies to target families as early as April 3, while Manila began its work on April 6. As of April 8, the DSWD NCR Field Office established 17 monitoring teams to supervise full implementation of the first tranche of the emergency subsidy program. LandBank was also requested to open on Saturdays.  

Families with TNVS drivers started receiving cash aid on April 6. DSWD signed on April 3 a memorandum of agreement with the Department of Transportation – Land Transportation, Franchising and Regulatory Board (DOTr-LTFRB) and LandBank of the Philippines to facilitate the speedy release of the cash aid

CAR: CORDILLERA ADMINISTRATIVE REGION

As of April 22, DSWD-Bicol said it has released P2.09 billion in emergency subsidy for 503,741 families in the region. DSWD regional director Arnel Garcia said the beneficiaries in 87 out of 114 local government units have received P5,000 each under the Social Amelioration Program (SAP) of the DSWD.

The beneficiaries were broken down to 315,544 4Ps families and 188,197 non-4Ps families. “To achieve the target of 1.1 million poor families of the Social Amelioration Program (SAP) here in the Bicol Region, we are in constant coordination with the LGUs by providing them technical assistance along its implementation,” Garcia said.

As of April 20, most of the 4Ps beneficiaries or 314,819 families have received their packages totalling P1.15 billion. Among non-4Ps beneficiaries, 175,868 families have received their packages totalling P879.34 million.

Package per family: P5,000 to P8,000 worth of food, non-food, and cash assistance.  DSWD Northern Mindanao assistant regional director Aldersey de la Cruz said each family will receive 5 food packs worth P2,700. Each pack contains 6 kilos of rice, 8 assorted canned goods (4 sardines and 4 tuna or corned beef), and 6 sachets of coffee or chocolate drink.. He said the remaining P3,300 cash or non-cash assistance was still being ironed out.
