MANILA, Philippines – After the delivering the keynote address at the International Institute for Strategic Studies (IISS)’s Shangri-la Dialogue in Singapore on Friday night, May 31, President Ferdinand Marcos Jr. got his first question from a Chinese military general who asked about the Philippines’ “behavior” in the South China Sea.

Chinese Major General Xu Hu, the Commandant of the Chinese military’s International College of Defense Studies, gave a long preamble about ASEAN centrality before being prompted to ask his question. Marcos’ speech was focused on the importance of upholding international law, of ASEAN centrality, and of the role of middle powers in regional stability,
